Your "Goodometer" omitted 2 crucial classes of effects for the common good--1)how will a proposed law impact the influence the majority of people have on the election process and on their officials once they are elected, and 2)how will a proposed law affect the amount and quality of information available to the majority of people [applicable to issues like net neutrality and free broadcasting of campaign ads]. Please correct this serious omission. None of the other issues will show improvement until it is easier for people to get good information on what is and is not in their own interests.

This is a pretty varied group of criteria and you may find it useful to categorize them into those which are applicable generally to any issue or proposed bill, and those which may only apply to certain types of issues and related legislation.

I agree with the previous poster's suggestions and would offer them as an example of the latter category. Campaign financing/reform won't be an element of all issues or bills, but when it is, we need to make sure any change is a step in the proper direction (away from the current abuses).

My one question is about the criterion regarding "the ability of anyone to still have private insurance". This is a broad and somewhat opaque statement, and to me doesn't seem to rise to the same level of importance as the others.

When I see what looks to me like an anomaly, I usually invite the author to disclose whether they have any personal involvement in the industry in question. As the attorneys would say, "it goes to motive"
